In establishing the Japan Overseas Development Association (JODA) as a General Incorporated Association, our goal was to address three major structural issues within the current international development framework:
Challenge 1 - High Costs of Consulting and Contractor Services: Japanese firms participating in ODA-funded projects often face prohibitively high fees for consulting and engineering services. This reduces their international competitiveness, particularly when compared to firms from other donor countries. As a non-profit entity, our association offers cost-effective and mission-driven alternatives, ensuring that high-quality support is accessible without compromising fiscal efficiency.
Challenge 2 - Communication and Language Barriers: Language and cross-cultural communication gaps remain a persistent obstacle for Japanese companies aiming to build effective partnerships overseas. As a neutral intermediary, JODA provides specialized linguistic and intercultural facilitation services to strengthen trust, transparency, and coordination between Japanese and international counterparts.
Challenge 3 - Complexity of the Japanese Business Environment for Foreign Firms: Many foreign enterprises struggle to navigate Japan’s regulatory, business, and cultural systems. These barriers prevent mutually beneficial collaborations from taking root. JODA acts as a non-commercial bridge, offering advisory and onboarding support to foreign entities so they can smoothly integrate and engage with Japanese partners, ministries, and project owners.
Our founding purpose is not to pursue commercial profit, but to foster international cooperation, mutual understanding, and equitable access to opportunities in development fields such as infrastructure, environment, trade, and education. Our activities are guided by the principles of transparency, neutrality, and service to the public interest.
JODA’s establishment aligns with the mission and values promoted by JICA:
“Leading the world with trust – JICA, with its partners, will take the lead in forging bonds of trust across the world, aspiring for a free, peaceful and prosperous world where people can hope for a better future and explore their diverse potentials.”
Inspired by this vision, our early work focused on detailed market analysis, forming strategic partnerships, and designing capacity-building programs that benefit both Japanese and international actors. In just a few months since our launch, we have reached several key milestones that reflect both our commitment and the urgent demand for the kind of neutral, high-quality support that only a non-profit association like JODA can provide.
As we move forward, our story remains anchored in the core belief that inclusive, sustainable, and trust-based development requires more than commercial solutions—it requires a mission-driven organization that places people, partnerships, and long-term impact at the heart of everything it does.
